The self-proclaimed "Donetsk People's Republic" claim that one of the conditions for the exchange of captives should be pardon for militants who were convicted for serious crimes by the Ukrainian court. The so-called "human rights commissioner in the DPR" Daria Morozova informed separatist DAN agency about that.

She recalled that militants offered exchanged according to the "25 by 50" principle at the last meeting of the Contact Group in Minsk.

"Among these 50 of our prisoners there are guys who have been already sentenced in Ukraine, they won’t be released without Mr. Poroshenko’s pardon. There are people who are charged with serious crimes, they are under investigation, they are very close to being sentenced. It is important that the law on amnesty will be adopted," – said Morozova.
