The russian presidential administration has started shaping a "victory image" of the war with Ukraine for regional officials to convey to the public. This theme was a central focus at a seminar for vice-governors held at the Senezh management workshop near moscow, according to informed sources cited by Kommersant newspaper, as reported by the Telegram channel “The Moscow Times”.

“The presidential administration assumes that the end of the 'special military operation' will come, and preparations for it are necessary”, - one of the publication's sources stated.

Sources clarified that the future results of the war should be perceived by russians "as a victory", though it is already clear they will not satisfy either "angry patriots" or "liberals". The kremlin suggests focusing on the "calm majority" who would be content with the russian president's proclaimed "denazification" and "demilitarization" of Ukraine, along with the annexation of four Ukrainian oblasts. Officials are tasked with "maintaining and expanding" this majority, according to the presidential administration.

Additionally, the kremlin has instructed regional authorities to work with war participants, particularly on employment and rehabilitation efforts. Without such measures, it was noted during the seminar at Senezh, they may join protest movements or turn to crime.
