Russia's representative to the UN, Vasily Nebenzya, stated on December 16 at the UN Security Council meeting on Ukraine that russia is not satisfied with proposals to freeze the war in Ukraine and that it will continue fighting as long as Ukraine does not agree to the conditions put forward by putin, according to the BBC.
“No schemes to freeze the conflict will satisfy russia. We [...] understand well that the goal of this ‘exercise’ is to give the Kyiv regime a much-needed respite on the battlefield to rearm and ‘lick its wounds’. There can be no talk of any role for NATO in resolving the Ukrainian crisis – the Alliance and the prospect of Ukraine’s membership in it have been part of the problem from the very start, not part of its solution”, - Nebenzya was quoted as saying on the Telegram channel of his deputy, Dmitry Polyansky.
Nebenzya then referred to conditions that, from moscow's perspective, are necessary to begin negotiations. At this point, Polyansky’s channel links to a transcript summarizing putin's June speech, where he stated that moscow is ready to begin negotiations if Ukraine agrees to the “complete withdrawal of its troops from the DNR and LNR, Zaporizhzhia, and Kherson oblasts” – meaning from territories captured and not yet captured by russia, which it has declared as its own while ignoring international law.
