This refers to russians who are serving prison sentences, under investigation, in debt, or facing other issues. This was reported by the Main Intelligence Directorate (MID) on January 30.

"On average, to cover the losses of the occupation army, moscow plans to mobilize 10,000 people from the 'special contingent' every month", - the Main Intelligence Directorate noted.

It is also reported that, in total, to compensate for the losses of existing military units and formations, russia intends to mobilize at least 280,000 occupiers in 2025.

It was previously reported that the occupiers are searching for nearly 3,000 military personnel from the so-called "DNR" and "LNR" who deserted from russian armed forces units.
