The Parliamentary Assembly of the Council of Europe (PACE) has approved the Resolution "Europe’s Commitments for a Just and Sustainable Peace in Ukraine", which defines the position on peace in the country. According to the Commissioner for Human Rights of the Verkhovna Rada of Ukraine, Dmytro Lubinets, this is a key document of the 2025 winter session. 86 deputies voted in favor, none against, and 6 abstained.
"The resolution emphasizes the importance of unity and unwavering European commitments in supporting Ukraine. The document highlights the principle of ‘peace through strength’ as the foundation for achieving a just and lasting peace", - the statement reads.
Head of the Permanent Delegation to the Parliamentary Assembly of the Council of Europe, Maria Mezentseva-Fedorenko, noted that Ukraine, together with European partners, is working toward a stable and just peace.
Key provisions of the resolution:
- Any negotiations must involve Ukraine.
- Putin is recognized as a terrorist.
- Applying the principle of "peace through strength" – negotiations on sustainable peace can only take place from a position of resilience and strong defense capability. A just and lasting peace can only be ensured with adequate security guarantees for Ukraine.
- EU and international organization membership is Ukraine’s sovereign right and choice.
- Strong condemnation of russia's appeal to North Korea for providing troops to fight against the Ukrainian army.
