The first decision to invalidate a russian passport was made by the so-called "LNR Interior Ministry" against a 57-year-old woman from Novodruzhesk, near Lysychansk.

The occupying authorities stated that the Luhansk oblast resident had obtained a russian passport in March 2023.

Local police claimed that the elderly woman was punished for "actions posing a threat to russia’s national security". However, they did not specify what exactly constituted this "threat".

Security forces also announced that the woman had been "removed from the residential registration system". However, the report did not specify what further punitive measures might be taken against her.
