Russian Foreign Minister Sergey Lavrov stated that the American side proposed a moratorium on attacks on energy facilities.

"In response, the russian delegation informed American colleagues that russia 'never endangered the energy supply systems of the population' of Ukraine", russian media report.

As a reminder, on February 16, more than 100,000 people in Mykolaiv were left without heating after a russian Shahed drone struck the city’s critical infrastructure.

Additionally, Uman Mayor Iryna Pletniova reported on Facebook on January 28 that the city's energy workers were restoring power after russian strikes.

Moreover, on January 15, President Zelensky stated that russian forces launched more than 40 missiles and over 70 drones targeting Ukraine's energy sector.

Ukrhydroenergo CEO Ihor Syrota confirmed that since the start of russia’s full-scale invasion, every hydroelectric power plant in Ukraine has been attacked.

It is also worth recalling the massive missile strike in June 2024, when russian forces critically damaged HPP-1 and HPP-2 of the Dnipro Hydroelectric Power Plant.
