The self-proclaimed "DPR" and "LPR" are illegitimate according to the norms of the Ukrainian and international law. It is stated in the draft statement of the Legal Affairs and Human Rights Committee, published on thewebsiteof the Parliamentary Assembly of the Council of Europe, and that will be considered at the October session in Strasbourg.

The draft statement says that the "unanimously adopted draft resolution of the Committee emphasizes that the self-proclaimed People's Republic of Donetsk and Luhansk ("DPR" and "LPR") created, maintained and effectively controlled by the Russian Federation are not legitimate according to Ukrainian or international law.

"It also applies to all of the "institutions", including "courts" established by the de facto authorities," - said the document.
